Resolution means resolving a failing bank in a careful and controlled manner

Interview met Kristina Marinova - Resolution Officer

“During my studies I developed a keen interest in the problem of dealing with too-big-to-fail banks. It was a unique opportunity to work on this issue in practice.”

Kristina Marinova is a Resolution Officer at DNB’s Resolution Division. “Resolution means resolving a failing bank in a careful and controlled manner to safeguard the public interest, continue the bank’s critical functions, and ensure financial stability at minimal cost to the taxpayers.”

Very start 
“I moved from Bulgaria to the Netherlands in 2009 to study Economics and Finance in Utrecht. In my final year I started working at the CPB Netherlands Bureau for Economic Policy Analysis to research funding and recapitalisation costs of large banks. Although I enjoyed research, I wanted to see how theory worked in practice. That’s what brought me to DNB’s Resolution Division in February 2015 – at the very start of resolution, not just in the Netherlands but in the whole Banking Union.”

Leading resolution authority 
“Back when I started, there were only seven or eight people in the team. It is truly remarkable that in just three years we’ve managed to build a fully-fledged Resolution Division with over 30 people. We developed resolution planning for most Dutch banks, set up a deposit guarantee fund and are a leading resolution authority in the Banking Union.”

Pioneering approach 
“My main responsibility is leading resolution planning for a large systemic institution, and a mid-sized bank. This requires a thorough analysis of the bank to choose the preferred resolution strategy, and identify any financial, legal or operational obstacles. This means regular contact and cooperation with the banks, challenging puzzles to solve, and a pioneering approach as there aren’t established standards in all areas yet. I find this really stimulating. But what’s most rewarding is seeing the tangible results of my work in the progress banks make in becoming resolvable.”

International environment 
“Resolution planning is not an individual effort – it’s a multi-disciplinary team effort, where we rely on each other’s expertise. We also work closely with our colleagues from the Single Resolution Board in Brussels, and with the European Central Bank, European Banking Authority, Financial Stability Board and other national resolution authorities. I appreciate the international and dynamic environment – it is an enriching experience to work with people from different countries, cultures and backgrounds.”
